65 Notificación: G/TBT/N/USA/1017 Partial Exemption of Certain Chemical Substances From Reporting Additional Chemical Data (3 pages, in English). EPA is proposing to amend the list of chemical substances that are partially exempt from reporting additional information under the Chemical Data Reporting (CDR) rule. EPA has determined that, based on the totality of information available on the chemical substances listed in this proposed rule, there is a low current interest in their CDR processing and use information. EPA reached this conclusion after considering a number of factors, including the risk of adverse human health or environmental effects, information needs for CDR processing and use information, and the availability of other sources of comparable processing and use information. LITUANIA Notificación: G/TBT/N/LTU/26 Draft Order of the Minister of the Environment of the Republic of Lithuania on the approval of the Technical Construction Regulation STR 1.01.04:2015 “Assessment, verification of constancy of performance of construction products for which there are no harmonized technical specifications and declaration of performance of such products. Designation of testing laboratories and certification bodies. National Technical Assessments and designation and notification of Technical Assessment Bodies” (hereinafter STR 1.01.04:2015) (34 pages, in Lithuanian). STR 1.01.04:2015 establishes: the systems of assessment and verification of constancy of performance of construction products for which there are no harmonized standards or European Technical Assessments (hereinafter ETA); the form of declaration of performance of such products; the procedure for designation of testing laboratories and certification bodies and requirements for the bodies intending to be designated; main requirements for the preparation, approval, registration, reproduction and publishing of National Technical Approvals of construction products for which there are no harmonized standards or European Technical Assessments; procedures for the designation of Technical Assessment Bodies (hereinafter TABs) seeking to be designated in the Republic of Lithuania in accordance with the Law on Construction of the Republic of Lithuanian and (or) the Regulation (EU) No 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (hereinafter the Regulation (EU) No 305/2011) to prepare and issue the relevant National Technical Assessments (hereinafter NTA) and (or) the ETAs, the procedures of monitoring of their activity and competence. ESTADOS UNIDOS Notificación: G/TBT/N/USA/1015 TSCA Section 5 Premanufacture and Significant New Use Notification Electronic Reporting (9 pages, in English). EPA is taking direct final action to amend the Toxic Substances Control Act (TSCA) section 5 electronic reporting regulations. These electronic reporting regulations establish standards and requirements for use of EPA’s Central Data Exchange (CDX) to electronically submit premanufacture notices (PMNs), other TSCA section 5 notices, and support documents to the Agency. This rule provides the user community with new methods for accessing the e-PMN software, new procedures for completing the electronic-PMN (e-PMN) form, changes to the CDX registration process, adds the requirement to submit “bona fide intents to manufacture” electronically, and changes to the procedure for notifying EPA of any new manufacturing site of a chemical substance for which an exemption was granted by EPA. This action is intended to further streamline and reduce the administrative costs and burdens of TSCA section 5 notifications for both industry and EPA. NHTSA is issuing this ANPRM following a 10 July 2014 grant of a petition for rulemaking from Ms. Marianne Karth and the Truck Safety Coalition (petitioners) regarding possible amendments to the Federal motor vehicle safety standards (FMVSSs) relating to rear impact (underride) guards. The petitioners request that NHTSA require underride guards on vehicles not currently required by the FMVSSs to have guards, notably, single unit trucks, and improve the standards’ requirements for all guards, including guards now required for heavy trailers and semitrailers. Today’s ANPRM requests comment on NHTSA’s estimated cost and benefits of requirements for underride guards on single unit trucks, and for retroreflective material on the rear and sides of the vehicles to improve the conspicuity of the vehicles to other motorists.
