67 During the evaluation and peer-review of the substance, a number of concerns and areas that could not be finalised were identified. These are detailed in the conclusion of the European Food Safety Authority (EFSA); importantly the genotoxic and carcinogenic potential of tricyclazole could not be concluded based on the data package provided and this prevented final human health reference values being established and therefore the risk assessment for operators, workers, bystanders, residents and consumers could not be finalised. There were also some additional issues identified including the risk to groundwater from metabolites and the potential of the substance to be an endocrine disruptor. These concerns mean that tricyclazole does not meet the approval criteria as outlined in Regulation (EC) No 1107/2009 and cannot be approved currently. As tricyclazole is a new active substance under Regulation (EC) No 1107/2009 (the substance was previously authorised in plant protection products (PPPs) in the EU but was nonincluded under the previous legislation in 2008 for the same reasons), there are no existing authorisations to withdraw and therefore the draft Regulation does not refer to any withdrawal action or periods of grace. The draft Regulation amends the current restriction on the manufacture, placing on the market and use of asbestos (chrysotile) fibres and of articles and mixtures containing these fibres added intentionally. More specifically the measure: -Brings to an end the possibility that allows the Member State to permit, pursuant to the terms of the existing restriction, the placing on the market of diaphragms containing chrysotile in existing electrolysis installations and of chrysotile fibres for the maintenance of such diaphragms. -Limits until 30 June 2025 the duration of the exemptions granted by Member States for the use of diaphragms containing chrysotile and of chrysotile fibres used exclusively in their maintenance. This draft standard deals with the safety of electrical washing machines for household and similar use, that are intended for washing clothes and textiles, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances. Notificación: G/TBT/N/THA/467 Draft Thai Industrial Standard for Ballasts for Tubular Fluorescent Lamps: Safety Requirements (58 pages, in Thai). The Thai Industrial Standards Institute (TISI) has proposed to withdraw TIS 23-2521 (1978) ballasts for fluorescent lamps, and replace it with TIS 23 25XX as a mandatory standard. This standard deals with the safety requirements for ballasts, excluding resistance types, for use on a.c. supplies up to 1,000 V at 50 Hz or 60 Hz, associated with fluorescent lamps with or without pre-heated cathodes operated with or without a starter or starting device and having rated wattages, dimensions and characteristics as specified in TIS 236 and TIS 1713. This standard applies to complete ballasts and to their component parts such as reactors, transformers and capacitors. Particular requirements for thermally protected ballasts are given in annex B. Ballasts for conventional operation of lamps at mains frequency are covered, while a.c. supplied electronic ballasts for high frequency operation are excluded. These are specified in TIS 885. Capacitors having a capa citance greater than 0,1 μF comply with TIS 191or other relevant standards. Capacitors having a capacitance less than or equal to 0,1 μF comply with relevant standards.
