ESTADOS UNIDOS Notificación: G/TBT/N/USA/1304 Naturally-Occurring and Accelerator-Produced Radioactive Materials. The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking from Matthew McKinley on behalf of the Organization of Agreement States (OAS) (the Petitioner) dated 14 April 2017, requesting that the NRC revise its regulations to add radionuclides and their corresponding activities to the list of “Quantities of Licensed Material Requiring Labeling.” The petition was docketed by the NRC on 21 June 2017, and has been assigned Docket No. PRM-30-66. The NRC is examining the issues raised in PRM-30-66 to determine whether they shoauld be considered in rulemaking. The NRC is requesting public comment on this petition, including specifically on the question of what products or technologies, other than the germanium-68 generators cited in the petition, are being or could be negatively affected because the radioactive materials required for these products or technologies are not currently listed on the table in appendix B of 10 CFR part 30. Additionally, NRC solicits feedback on whether the petition raises other issues not addressed by questions in the notice about labelling or decommissioning financial assurance for radioactive materials. A new Part 440 is being introduced to replace the old Part. Simultaneous with this proposed Part, the Department will propose to repeal 92 Ill. Adm. Code 442 (Minimum Safety Standards for the Construction of Type II School Buses). The Department’s goal for these proposed rulemakings is to reorganize Part 440 and combine the school bus construction standards for both Type I (Gross Vehicle Weight Rating (GVWR) of 10,001 lbs or more) and Type II (GVWR of 10,000 lbs or less) school buses into one Part. This Part is being named “Illinois Construction Standards for School Buses” to accommodate both types of school buses. Generally, Type I and Type II school buses meet the same Federal Motor Vehicle Safety Standards (FMVSS) as mandated by the National Highway Traffic Safety Administration (NHTSA). (Type II school buses are smaller vehicles with standards appropriately corresponding to smaller vehicles.) In this newly created Part 440, the Department is proposing to apply the same standards to both Type I and Type II school buses whenever possible. EPA is proposing this action to correct an editing oversight that lead to a potential conflict in a prior rulemaking as to whether or not containers holding two pounds or less of non-exempt substitute refrigerants for use in motor vehicle air conditioning that are not equipped with a self-sealing valve can be sold to persons that are not certified technicians, provided those small cans were manufactured or imported prior to 1 January 2018. This action clarifies that those small cans may continue to be sold to persons that are not certified as technicians under sections 608 or 609 of the Clean Air Act. In the “Rules and Regulations” section of this Federal Register, EPA is publishing this action as a direct final rule without a prior proposed rule. So far, composts made of animal wastes as raw materials applied with flocculants and coagulants are only allowed if registered by the Minister of Agriculture, Forestry and Fisheries prior to producing and selling them as fertilizers. Thereafter, by amending the Official Specifications, regulations are to be deregulated to enable composts with flocculants and coagulants to be produced and sold by submitting notification.For details, see the attachment.
