The notified Order incorporates into the Order of 5 September 2003, Standard NF U44-095 and Amendment A1 thereto (the implementation of which has already been made mandatory by Ministry of Ecology, Sustainable Development and Energy Order of 18 March 2004) in order to consolidate all of the mandatory standards into one text. First amendment to the Mandatory Standard SI 681 part 1 dealing with playpens for domestic use. This amendment deletes paragraph 4.1.1 from the Hebrew part of the standard dealing with the general safety requirements of materials and leaves only the requirements appearing in the adopted European Standard EN 12227-1: September 1999. This amendment will enter into force 12 months after publication in the Israel Official Gazette and will be in effect together with the original standard for additional 12 months from date of entry into force. Notificación: G/TBT/N/USA/1012 Pipeline Safety: Expanding the Use of Excess Flow Valves in Gas Distribution Systems to Applications Other Than Single-Family Residences (13 pages, in English). Excess Flow Valves (EFVs), which are safety devices installed on natural gas pipelines to reduce the risk of accidents, are currently required for new or replaced gas service lines servicing single-family residences (SFR). PHMSA is proposing to make changes to part 192 to expand this requirement to include new or replaced branched service lines servicing SFRs, multi-family residences, and small commercial entities consuming gas volumes not exceeding 1,000 Standard Cubic Feet per Hour (SCFH). PHMSA is also proposing to require the use of manual service line shut-off valve (e.g., curb valves) for new or replaced service lines with meter capacities exceeding 1,000 SCFH. Finally, PHMSA is proposing that operators notify customers of their right to request installation of an EFV on service lines that are not being newly installed or replaced. PHMSA is proposing to delegate the question of who bears the cost of installing EFVs to service lines that are not being newly installed or replaced to the operator, customer, and the appropriate State regulatory agency. The notified Order provides for the mandatory implementation of three standards: • NF U42-001/A12 – Engrais – Dénominations et spécifications (Standard NF U42 001/A12 – Fertilizers – Designations and specifications) This Standard amends Standard NF U42-001 of December 1981 on organic fertilizers of animal and/or plant origin. It supplements Amendment A10 to NF U42-001:1981 which applies to products that meet the current definition of organic fertilizers of animal and/or plant origin. Draft Standard NF U42-001/A12 amends Standard NF U42-001 on fertilizers, and applies to fertilizers derived from anaerobically-digested and composted slurry. It also establishes the designations, specifications, minimum levels of nutrients, declared contents and other identification markings for this type of organic fertilizer. • NF U44-204 – Matières fertilisantes avec additif agronomique – Dénominations et spécifications (Fertilizing substances containing agricultural additives – Designations and specifications) This Standard establishes the designations and specifications for fertilizing substances, excluding growing media (the mixing of which is authorized by Amendment A4 to Standard NF U44-551), which contain the agricultural additives specified by the Standard.
