Revision of the Mandatory Standards SI 681 parts 1 and 2
to be replaced with SI 12227 part 1, dealing with the safety
requirements and test methods for playpens for domestic
use. This draft standard revision unites the two standards
into one and adopts the European Standard EN 12227:
August 2010, with a few national deviations that appear
in the standard’s Hebrew section as follow: Changes the
standard’s normative references to fit Israel laws and technical
regulations (paragraph 2); Requires testing the wheels
lock mechanism (paragraph 8.2); Provides an official unified
translation of the instructions and warnings (paragraphs
9.4.1, 9.4.2 and 9.4.3); Requires testing for formaldehyde
according to different Israel standards (new paragraph 11);
Requires testing the playpen’s mattress according to Israel
Mandatory Standard SI 5418 (new paragraph 12); Requires
testing the playpen’s toys according to Israel Mandatory
Standard SI 562 (new paragraph 13). Both the old standards
and this new revised standard will apply from date of entry
into force as will be published in Israel Official Gazette for a
period of 12 months. During this time product may be tested
according to the old or the new revised standards.

with the nickel release in contact with human skin.
This standard will be replaced with 2 different standards
as follows: 1. SI 1811 (January 2017) - Reference test
method for release of nickel from all post assemblies
which are inserted into pierced parts of the human
body and articles intended to come into direct and
prolonged contact with the skin:This draft standard
revision adopts both the European Standard EN 1811:
2011 + A1: July 2015 and the American Standard ASTM
F2923 - 14 and allows compliance with either. It includes
the following national deviations that appear in
the standard’s Hebrew section: Chapter A - Compliance
with the European Standard: Changes the normative
references to fit Israel technical regulations; Adds to
paragraph 3 dealing with the terms and definitions a
new definition 3.9 for long term contact with the skin.
Chapter B - Compliance with the American Standard:
Changes the standard’s scope to apply only to nickel
release; Changes paragraph 2 dealing with the referenced
documents to fit Israel technical regulations;
2. SI 16128 (June 2017) - Ophthalmic optics - Reference
method for the testing of spectacle frames and sunglasses
for nickel release: This draft standard revision
adopts the European Standard EN 16128: November
2015 with the following national deviation that appear
in the standard’s Hebrew section: Adds to paragraph 3
dealing with the terms and definitions a new definition
3.9 for long term contact with the skin.

Proposed maximum residue limits (MRLs) for the following
agricultural chemical: Pesticide/Veterinary
drug: Abamectin. Japan has received some comments
and relevant data through the WTO/SPS notification G/
SPS/N/JPN/506 circulated on 13 April 2017. The MHLW
has decided to modify the draft maximum residue limits
(MRLs) for Abamectin in some commodities based
on the provided data.

Since the amendment to the Montreal Protocol on
Substances that Deplete the Ozone Layer (hereinafter
referred to as “the Protocol”) was adopted in October
2016, reduction of production and import of eighteen
kinds of hydrofluorocarbons (hereinafter referred to as
“the HFCs”) that have global warming potential will be
imposed on the parties involved. In order for us to fulfill
our obligations, we will revise the Act on the Protection
of the Ozone Layer Through the Control of Specified
Substances and Other Measures (hereinafter referred
to as “the Ozone Protection Law”) in compliance with
the Protocol in order to control production and import
of the eighteen HFCs. We belong to non-Article 5 countries
under the Protocol and will take measures, commencing
on 1 January 2019, to control production and
import amounts that producers should obtain permission
for from Minister of Economy, Trade and Industry
under the “Ozone Protection Law” while importers
should receive approvals from the Minister under the
“Foreign Exchange and Foreign Trade Act”.

The Craft Risk Management Standard for Biofouling
on Vessels Arriving to New Zealand manages the biosecurity
risk associated with biofouling on international
vessels by stipulating that all vessels arrive in New Zealand
with a clean hull. The definition of a clean hull is
based on the vessel’s itinerary in New Zealand and is
detailed in the Standard. Vessels from any country (including
New Zealand) arriving in New Zealand from
the territory of another nation will need to provide
evidence that biofouling has been managed to the defined
clean hull thresholds in order to comply with the
Standard. For vessels using best practices to manage
biofouling, compliance with the Standard will only require
extra record-keeping, so it is not expected to have
a strong impact on trade.
