UNIÓN EUROPEA Notificación: G/TBT/N/EU/334 Draft Commission Directive amending Council Directive 75/324/EEC as regards the maximum allowable pressure of aerosol dispensers and to adapt its labelling provi-sions to Regulation (EC) No  1272/2008 of the European Parliament and of the Council on classification, labelling and packaging of substances and mixtures (5 pages, in English) This draft Commission Directive intends to increase the maximum allowable pressure in an aerosol dispenser from 13.2 to 15 bar at 50°C when non-flammable propellants (compressed gases) are used. The maximum pressure pro-vided currently by Directive 75/324/EEC limits the use of non-flammable propellants for some categories of aerosol dispensers. Commission Directive 2008/47/EC amending for the purposes of adapting to technical progress Directi-ve 75/324/EEC increased the maximum allowable pressure from 12 to 13.2 bar, which was at the time the maximum pressure limit allowing to guarantee safety. However, fur-ther technical progress and innovation made possible a further increase of the maximum allowable pressure in the case of non-flammable propellants enabling thus to reme-dy a situation where the drop of the internal pressure du-ring the use of the aerosol dispenser resulted in noticeable deterioration of its performance. The increase in pressure will therefore address this problem for some applications and will encourage industry to switch from flammable to non-flammable and thus more environmental friendly pro-pellants. It will also allow a wider choice for manufacturers and also for consumers without however affecting the cu-rrent safety levels. The draft Directive also intends to adapt the labelling pro-visions of Directive 75/324/EEC to the latest modifications of the corresponding requirements of Regulation (EC) No 1272/2008 of 16 December 2008 by Commission Regu-lation (EU) No 487/2013 of 8  May 2013, so as to improve • FDHA Ordinance on radiation protection for particle ac-celerators for medical use (Verordnung des EDI über den Strahlenschutz bei medizinischen Teilchenbeschleuniger- Anlagen, BeV) (29 pages) • FDHA Ordinance on on radiation protection for medical X-ray systems (Verordnung des EDI über den Strahlenschutz bei medizinischen Röntgensystemen, RöV) (33 pages) • FDHA Ordinance on use of radioactive sources (Verord-nung des EDI über den Umgang mit radioaktiven Quellen, UraQ) (39 pages) • FDHA Ordinance on compulsory delivery of radioactive waste (Verordnung des EDI über die ablieferungspflichti-gen radioaktiven Abfälle) (3 pages). The measures laid down in the total revision of the Radio-logical Protection Ordinances aim at harmonisation with Switzerland’s main trading partners so as to avoid trade ba-rriers. Based on recommendations of the International Com-mission on radiological protection (IRCP) and in close coo-peration with the International Atomic Energy Agency (IAEA) the European Atomic Energy Community (Euratom) designed the Directive 2013/59/Euratom: http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2 014:013:FULL:EN:PDF . The directive was published on 17 January 2014 in the Offi-cial Journal of the European Union. For building material, the directive only defines the value for the activity concentration index, but not the method, how to measure this index, which will be based on international standards. Objeto y razón de ser: Protection of public health and of the environment. Harmonisation.
