MÉXICO Notificación: G/TBT/N/MEX/306 PROY‑NOM‑203‑SCFI-2015 “Que establece los límites máximos permisibles de emisión y contenido de formaldehído en tableros de partículas de madera y tableros de fibras de madera fabricados con urea formaldehído, y en los productos fabricados con este tipo de tableros (5 páginas, en español). Este Proyecto de Norma Oficial Mexicana se elaboró con el propósito de establecer y definir los límites máximos permisibles, ya sea de emisiones como de contenido de formaldehído libre, provenientes de los tableros de partículas de madera y tableros de fibras de madera en cuya producción se haya utilizado como adhesivo resinas de urea formaldehído, fabricados en la República Mexicana e importados, así como los productos fabricados con ellos, de manera que el uso, el almacenamiento, la producción, la comercialización, exportación e importación de tales tableros y sus derivados, se realicen bajo normas de seguridad que no representen un riesgo a la salud de los usuarios, comercializadores, y trabajadores de las fábricas productoras. El formaldehído que es requerido en la formulación de resinas adhesivas de urea formaldehído, para la producción de tableros derivados de la madera, es un gas a presión normal y altamente volátil, mismo que se puede encontrar en bajas concentraciones en el aire libre, dado que existe una diversidad de materiales, productos e inclusive alimentos que lo emite, sin embargo, su presencia en el aire en concentraciones elevadas puede representar un riesgo a la salud. Por lo anterior, una medida de prevenir riesgos a la salud y dar seguridad a los usuarios de los tableros de partículas y de fibras de madera fabricados con urea formaldehído y sus productos, es establecer una regulación obligatoria sobre los límites máximos permisibles de formaldehído que puedan emitir o contener los tableros de partículas de madera y los tableros de fibras de madera, así como los muebles y todos los productos fabricados con estos tableros, ya sea de producción nacional o importados al territorio nacional. Revision of the Mandatory Standard SI 356 and the voluntary standard SI 443, dealing with sugars, to be replaced with SI 7212. This draft standard revision adopts the Codex Alimentarius Standard 212 – 1999 and its amendment of 2001. The major differences between the old version and this new revised draft standard are as follow: • Merges 2 standards dealing with sugars and glucose syrup into one standard • Expends the standard’s scope to include a variety of sugars, sucrose and glucose syrup • Changes the classification and naming according to the type of sugar (sucrose, lactose etc.) and not according to the size of grains; • Removes the requirement for fixed package sizes • Amend the requirements s for contaminates • Applies the requirements of the heavy metal guidelines • Applies the requirements of Israel Ministry of Health for pesticides residues • Amends the test methods Both the old standards and the new revised standard will apply for a period of 3 months from publication in Israel Official Gazette. Notificación: G/TBT/N/ISR/915 SI 60601 part 1 – Medical electrical equipment: General requirements for basic safety and essential performance (415 pages, in English; 10 pages, in Hebrew). Revision of the Mandatory Standard SI 60601 part 1, dealing with medical electrical equipment. This draft standard revision adopts the International Standard IEC 60601-1 – Edition 3.1: 2012-08 with a few changes in the normative references that appear in the standard’s Hebrew section. The major differences between the old version and this new revised draft standard are an outcome of the adoption of a newer version of the International Standard. The replacement of SI 1011 part 1 with SI 60601 part 1 was first published on 28 May 2008 (announced in G/TBT/N/ ISR/192) but the entry into force was postponed until 31 December 2017. Therefore this new revision will apply together with the old standard’s versions: SI 1011 part 1 (March 1998) and SI 60601 part 1 (March 2008), from publication in Israel Official Gazette until 31 December, 2017.
