Proposed Rule; Renewable Fuel Standard Program;
Grain Sorghum Oil Pathway.
In this proposed rule, the Environmental Protection
Agency (EPA) is providing an opportunity to comment
on an analysis of the lifecycle greenhouse gas (GHG)
emissions associated with certain biofuels that are
produced from grain sorghum oil extracted at dry mill
ethanol plants at any point downstream from sorghum
grinding, also known as distiller sorghum oil. EPA seeks
comment on its proposed assessment that using distillers
sorghum oil as feedstock results in no significant
agricultural sector GHG emissions; and that biodiesel
and heating oil produced from distillers sorghum oil
via a transesterification process, and renewable diesel,
jet fuel, heating oil, naphtha, and liquefied petroleum
gas (LPG) produced from distillers sorghum oil via a
hydrotreating process, would meet the lifecycle GHG
emissions reduction threshold of 50 percent required
for advanced biofuels, and biomass-based diesel under
the Renewable Fuel Standard program. Based on these
analyses, EPA is proposing to amend the RFS program
regulations to define the term “distillers sorghum oil”.
We also propose to add to the regulations approved
pathways from the production of biodiesel and heating
oil from distillers sorghum oil via a transesterification
process, and renewable diesel, jet fuel, heating oil,
naphtha, and liquefied petroleum gas (LPG) produced
from distillers sorghum oil via a hydrotreating process.

Obstetrical and Gynecological Devices; Reclassification
of Single-Use Female Condom, To Be Renamed Single-
Use Internal Condom.
The Food and Drug Administration (FDA) is proposing
to reclassify single-use female condoms, renaming the
device to “single- use internal condom,” a postamendments
class III device (product code MBU), into class
II (special controls) subject to premarket notification
(510(k)). FDA is also identifying the proposed special
controls that the Agency believes are necessary to provide
a reasonable assurance of safety and effectiveness
of the device. FDA is proposing this reclassification on
its own initiative based on new information. FDA is
also proposing to amend the existing device identification
for “female condom,” a preamendments class
III device (product code OBY), by renaming the device
“multiple- use female condom,” to distinguish it from
the “single-use internal condom.” If finalized, this order
will reclassify single-use female condoms from class III
to class II and reduce regulatory burdens on industry
as these types of devices will no longer be required to
submit a premarket approval application (PMA) but
can instead submit a less burdensome 510(k) before
marketing their device.

National Organic Program; Amendments to the National
List of Allowed and Prohibited Substances
(Crops, Livestock and Handling).
This proposed rule would amend the National List of
Allowed and Prohibited Substances (National List) provisions
of the U.S. Department of Agriculture’s (USDA’s)
organic regulations to implement recommendations
submitted to the Secretary of Agriculture (Secretary) by
the National Organic Standards Board (NOSB). This rule
proposes to change the use restrictions for seventeen
substances allowed for organic production or handling
on the National List: Micronutrients; chlorhexidine;
parasiticides; fenbendazole; moxidectin; xylazine; lidocaine;
procaine; methionine; excipients; alginic acid;
flavors; carnauba wax; chlorine; cellulose; colors; and,
glycerin. This rule also proposes to add sixteen new
substances on the National List to be allowed in organic
production or handling: Hypochlorous acid; magnesium
oxide; squid byproducts; activated charcoal;
calcium borogluconate; calcium propionate; injectable
vitamins, minerals, and electrolytes; kaolin pectin; mineral
oil; propylene glycol; acidified sodium chlorite; zinc
sulfate; potassium lactate; and, sodium lactate. In addition,
this proposed rule would list the botanical pesticide,
rotenone, as a prohibited substance in organic
crop production. Finally, this proposed rule would remove
ivermectin as an allowed parasiticide for use in
organic livestock production.

The notified draft Mexican Official Standard covers information
technology equipment and related apparatus
powered by mains electricity, other energy sources
such as batteries or accumulators, self-generated energy,
or alternative power sources, with single-phase supply
voltages of 100 to 277 V AC at 60 Hz and/or threephase
voltages of 173 to 480 V AC at 60 Hz, operating
up to 3,000 metres above sea level. The draft text also
covers information technology equipment and related
apparatus: - designed to be used as telecommunications
terminal equipment and telecommunications
network infrastructure equipment, regardless of the
power source used; - designed and intended to be directly
connected to, or used as infrastructure equipment
in, a cable distribution system, regardless of the
power source used; - designed to use the AC power
supply as a means of communication transmission
(see note 4, Chapter 6, and note 4, section 7.1, of Mexican
