be incorporated into information technology equipment
and related apparatus. The compliance of components
and sub-assemblies is demonstrated through
a certification scheme based on production process
quality management systems. The text also covers
new, second-line, discontinued, rebuilt, reconditioned,
used or second-hand information technology equipment
and related apparatus. NOTE: This draft Mexican
Official Standard may be applied to the electronic parts
of equipment, including where such equipment is not
fully covered by the scope of the Standard, for example,
large-scale air-conditioning systems, fire-detection
systems and fire-extinguishing systems. Different requirements
may be necessary for certain applications.

Proyecto de Norma Oficial Mexicana PROY-NOM-001-
SCFI-2017, Aparatos electrónicos - Requisitos de seguridad
y métodos de prueba (Draft Mexican Official
Standard PROY-NOM-001-SCFI-2017: Electronic equipment
- Safety requirements and test methods) (50
pages, in Spanish) (This text will cancel Mexican Official
Standard NOM-001-SCFI-1993).
The notified draft Mexican Official Standard covers
electronic equipment and related accessories powered
by mains electricity, with single-phase supply voltages
up to 277 V AC at 60 Hz and/or three-phase voltages up
to 480 V AC at 60 Hz, or by other energy sources such as
batteries or accumulators, self-generated energy, or alternative
power sources up to 500 V AC. The text covers
new, second-line, discontinued, rebuilt, reconditioned,
used or second-hand electronic equipment. The requirements
and test methods set out in this draft Mexican
Official Standard apply to electronic equipment
and/or systems covered by Chapter 5 of the text and
to the following types of electronic equipment and/or
systems that are powered by mains electricity or other
energy sources, such as batteries and accumulators:
-Radio receivers with one or more commercial frequency
bands and one or more carrier modulation modalities;
-Television screens of any sort; -Video projectors,
other than those classed as information technology
equipment (see Mexican Official Standard NOM-019-
SCFI-1998); -Sound and/or image amplifiers; -Audio
and image reproducers and/or recorders incorporating
any form of technology (acetate, magnetic tape, digital
discs, digital memories, etc.), such as photographic
cameras, dictation devices, voice recorders, modular
equipment, home cinema equipment, sound bars, etc.;
-Acoustic boxes with embedded amplifiers; -Remote
controls; -Antenna signal converters and amplifiers;
-Closed-circuit television monitors and entertainment
monitors; - Separate power supply units for powering
devices and replacing batteries, electronic UPS systems
and battery chargers; -Electronic musical instruments;
-Electronic accessories such as rhythm generators, tone
generators (as stand-alone equipment), synthesizers,
musical items, and anything that is used with electronic
and non-electronic instruments; -Videogames
and videogame-generating devices that are coupled
to a TV set or monitor; -Electronic games; -Electromedical
equipment and professional electronic equipment
(photographic cameras, video cameras); -Active and
passive horns and loudspeakers; -Alarm and video surveillance
systems; -Communication systems such as
walkie-talkies, even where considered toys; -Lighting
systems for nightclubs, including strobe, LED and laser
lights; -Single-purpose or multi-purpose measuring
equipment, such as voltmeters, multi-meters and oscilloscopes,
etc.; -Cash machines and cash registers; -Educational
audio and/or video equipment; -Video cameras;
-Jukeboxes; -Antenna positioners; -Citizens’ band
(CB) radio equipment; -Imaging equipment; -Lighteffect
electronic equipment (e.g. strobe or rhythmic
lighting); -Intercom equipment using the low voltage
network as a means of transmission; -Cable television
receivers; -Multimedia equipment; -Electronic flash apparatus;
-Amusement and personal service machines;
-Microwave ovens. The above list is non-exhaustive,
which means that new electronic products deriving
from new electronic technologies may be added. This
draft Mexican Official Standard also applies to external
power sources that are used in conjunction with the
electronic equipment covered by the text, and which
are marketed, distributed or supplied individually or
as part of an end-use product in a single package, and
to external power sources that are marketed individually
for information technology equipment covered
by the scope of Mexican Official Standard NOM-019-
SCFI-1998, in both cases for use with DC supplies up to
250 V and AC supplies up to 1,000 V at 60 Hz. This draft
Mexican Official Standard does not apply to: -Power
systems that are not an integral part of the equipment,
such as motor generators; - Electrical wiring
in buildings; -Devices not requiring electrical power;
-Equipment designed for use in special environments
(e.g. extreme temperatures, excessive dust, humidity or
vibrations, inflammable gases and corrosive or explosive
atmospheres); -Equipment to be used or installed
on board boats or aeroplanes; -Equipment covered by
the scope of Mexican Official Standards NOM-019-
SCFI-1998 and NOM-016-SCFI-2001, or any Standards
replacing them; -External power sources for outdoor
use, power sources for lighting, and power sources
exceeding the limits established in the objective and
scope; -Internal power sources; -External power sources
exceeding 250 W. The scope of this draft Mexican Official
Standard excludes all electronic equipment that
is required to comply with a specific Mexican Official
Standard.
